I have been engaged in chemical production, technology and safety management for a long time. At present, I work in China Chemical Safety Association. Recently, following the national chemical industry investigation team to Jinan, Zibo and Weifang, Shandong, five chemical parks and 10 enterprises were spot checked, and a total of 71 hidden dangers were found, including 17 major hidden dangers. Based on many years of working experience, I found that these hidden dangers are common in national chemical enterprises, reflecting the common safety problems existing in the chemical industry.
The lack of professionals has become a worry for the safety development of the chemical industry. The quality of safety management personnel in many enterprises is difficult to meet the needs of the rapid development of the chemical industry. The low professional quality of personnel has become a common phenomenon
Some places do not pay attention to safety production work, and they will go to whichever project has a good market and high rate of return, which exacerbates the shortage of professionals. Some major investors do not understand the safety risks of the chemical industry, only pursue profit maximization, implement the production and operation mode of "three shifts and three shifts", and have no time to carry out safety education and training for employees. Many employees are not aware of the safety risks in their posts and do not understand the accident emergency response measures.
After long-term inspection and research in enterprises, I found that the safety managers of many enterprises neither participate in the preparation of enterprise safety evaluation, safety facility design diagnosis and other reports by intermediaries, nor read them carefully. For example, the safety evaluation report of an enterprise does not identify the diazotization process under key supervision involved in the production of the enterprise, and the safety management personnel do not know which hazardous chemical processes under key supervision are involved in the enterprise. Therefore, no enterprise has obtained the corresponding operation certificate according to the regulations on the management of safety technology training and assessment of special operators, forming a potential danger of major production safety accidents. Some enterprise leaders and safety management personnel do not even know that the bottom falling of the floating plate of the internal floating roof tank is a major potential safety hazard.
In daily safety management, some enterprises use meetings to implement meetings and documents to implement documents, resulting in the phenomenon of "two skins" of "documents and materials piled up in the filing cabinet and hidden dangers at the production site".
The low management level of equipment and facilities leads to the weak foundation of safety production
The safety production of enterprises is a systematic project, and the low level of equipment, facilities and process management directly leads to the weak foundation of safety production of enterprises.
The reality is that the daily production of the enterprise is huge, and the equipment and facilities running under such a state have large loss and risk, resulting in heavy workload of equipment maintenance and replacement. Because inspection and repair affect the production progress, some enterprises almost do not maintain equipment and facilities in order not to delay production.
Some fine chemical enterprises have built automatic control systems to cope with inspection, but they have not been put into use at all. On the one hand, there are no professionals to train employees, on the other hand, the selection of control valves is unreasonable, resulting in that the automatic control is not as stable as all manual control.
The operating procedures of some enterprises are very simple. They only stipulate a few operating steps and do not contain information such as process technology, chemical hazards, equipment and facilities. In particular, some fine chemical enterprises use codes to represent materials on the grounds of technical confidentiality. The operators do not know what materials are. Therefore, they cannot understand the nature of materials, In case of abnormal conditions, timely handling becomes empty talk. What's more, the replacement of nitrogen in the reactor depends on feeling without any analysis. In order to cope with the inspection, some enterprises open all the root valves of the safety valve, but set another valve far away from the outlet pipeline of the safety valve to close the valve. Such intentional failure to use safety facilities is contrary to the work safety law.
In addition, I found that the contradiction between safety and production was prominent during open and secret visits. In order to control VOCs, some enterprises introduce process waste gas containing VOCs into regenerative incinerators because there is no flare system or the operating pressure is atmospheric pressure. During normal production, a large amount of air needs to be introduced to make VOCs fail to reach the explosion limit, but the enterprise does not consider that under abnormal working conditions, such as safety valve take-off and bursting disc action, a large number of organic materials enter the regenerative incinerator, which may reach the explosion limit.
In the production process, enterprises with hidden dangers or major hidden dangers will not have production safety accidents, which is only temporary.
We should have a long-term plan to train independent talents
Enterprises need to have a long-term plan for employment. They should not only regard employees as a tool to create benefits, but should take employees as the basis for the survival and development of enterprises. On the basis of respecting and treating employees, they should adopt flexible and diverse ways to train employees.
Due to different technical sources and processes of each enterprise, targeted training is required in safety management, safety skills, process principle, process operation, equipment structure, chemical characteristics, hazard identification, etc., so that employees can truly understand the characteristics of the chemical industry, understand job risks, master emergency skills, and have the ability to eliminate various potential safety hazards in time. Although college graduates with professional counterparts have no relevant work experience, if the enterprise has a long-term development plan, it should create conditions for recruiting and training college graduates in terms of working environment, management level, salary and career planning.
"Enterprise" is always "stop" if there is no "person". Only when the investor or main person in charge of the enterprise fully recognizes the importance of professional talents to the safe development of the enterprise, can the enterprise respect, cultivate, use and retain talents. Only when there are unique talents at all levels and posts, can the enterprise operate "safely, stably, long, fully and optimally".
